so im not sure if anybody here has experience with dell early 2000's circa 2002-04 pc's but i got a 80gb msata drive and a ide laptop to desktop adapter to replace the 20 year old ide 5400rpm 160gb hard disk the BIOS is fullky up to date i installed the hard disk in the Optiplex GX 260 clamshell-like small form factor pc tried turning it on and a orange light flickered until i unplugged it nothing on display no fan activity etc., wouldnt POST to the BIOS (Power On self-test to the Board Input-Output System for people who never used a pc and dont know those term's) dug around on Vogon's all i could muster from those people was there's something wrong with the motherboard? so i put the 160gb drive back in and it booted up normal without issue to XP SP2 nothing online about these clamshell sff pc's having issue's with msata drive's?? spent hour's googling... tried 3 different ssd's all same issue dont get it...

If you tried multiple SATA (ssd?) drives, got the same results, but it is ok with the original IDE (PATA) drive, then it must be something with the MSata2IDE adapter.  I'd test it in another machine.

Sometimes, if you see a solid activity light and/or no post, it means you have the (parallel not sata) IDE  connector plugged in upside down.  (It is designed to ground all the otherwise active pins if this is done, I believe).  There's usually a pin missing (on purpose), or a plastic edge or blocker to keep you from doing that, but I've seen laptop cables/connectors that will happily let you plug them in upside down, especially in the PC world.  So you might be plugging that part of the adapter in the wrong way.

Luckily, even though this is a PC, computers are computers, and IDE is IDE, so what you're trying would be the same in a Mac. You mentioned unplugging something at one point, make sure you're never doing that while it is powered on!
