WinWorldPC is notorious for wrecking Mac floppy disk System installers. You would be better off getting these from the Macintosh Garden instead. German install disks are usually available on the Apple Developer disks at the MG. For example on the 1996 Apple Developers page, if you download item #17 "Dev.CD_Dec_96_SSW.zip (310.85 MB)" you will find a full install for German 7.5.3 It mounts as an English disc, but the folder "System 7.5, Version 7.5.3" inside, contains the German installers that you would like.

It takes a little effort to TOOTB, but for you, go back to the 1996 Developer page at the MG and download the CD image at #14: Dev.CD_Oct_96_SSW.zip (491.63 MB) When mounted: the folder "System Software > Worldwide System Software > System 7.5.3 > German" contains floppy disk images for the full install of that OS for German. The floppy disk images are in Disk Copy 4.2 format, they can be mounted using Disk Copy 6.1.2 or later in a classic Mac OS or written back to floppy media using Disk Copy 4.2, or 6.x or DiskDup+, or ShrinkWrap, etc.

@mrmilo - what you describe sounds like the winworldpc people did not preserve the resource fork of the files ... But mrmilo's quest points to a real problem, and that is finding those localized versions of Mac OS in an easily obtainable form. Downloading a several hundred MB file to grab a 10 MB install from it? Not really a cool solution. I sincerly hope the upcoming changes at the Mac Garden will offer an easier way to obtain such installers.

WinworldPC is a good archieving site, but they store their images almost exclusivly in DOS/Windows format (hence the name).
