Our local dump (UK) has a shop where you can buy someone else's junk (you're not allowed to help yourself to anything already in a skip). I've bought a few bits, but they don't sell any electricals. This is really annoying!@

Wow, that's an amazing find! I wish they'd open up these facilities in a sense that everybody can pick up whatever they need for fixing it up or fixing other stuff they have. A LOT of waste could probably be avoided and while somebody might have no need for a CD deck, another will be happy with it. Here in Germany it's policy to not let anyone touch anything that has been disposed. I've seen iMac G3s standing out there in the rain. Talk about sad moments. They'll later resell the "electronic waste" to resellers on a price per kilogram basis. The latter will then check to see what can be sold to turn a buck and only then send off the other remaining stuff for a potential recycling (of course, usually they just ship it to low wages countries and have them stripped of everything valuable)

Here in Minnesota it is much like Germany. Once it goes to e-waste it does not come back out. It is heavily regulated. There are places that take tech items for reuse, but they tend to be very fussy. Items that can still run a modern OS are taken, but for older items only those items that are quite rare, or very collectable are taken. Printed circuit boards are often processed to remove any gold. The vast bulk of the e-waste is pushed through a hammer mill where it is crushed up to become aggregate and filler for concrete or blacktop. I guess the idea being that if the toxic material is encapsulated and spread over many projects covering a big area the toxic materials will not be able to reach a harmful concentration.
