I knew that the G4 processor had a velocity engine, i just assumed that the software code was called altivec. Is carbon part of the code?  My terms are in the wrong spots. My appology for incorrect information.

Carbon is an API (programming environment would be a good analogy) that can take advantage of the AltiVec hardware in the G4 (and G5 for that matter).

AltiVec is a set of SIMD instructions - you can perform the same instruction on multiple data elements in parallel, so you can get certain things done alot faster.
