I have a Macintosh Classic (1990) which I would like to get up and running.  I will download either System 6 or 7 from Apple's website, but I am unsure how to install the OS on the Mac.  Currently, when powered up, the happy Mac logo is displayed followed by a flashing floppy disk with a question mark on it.
What is the best way to get the files to the computer to install?

Least hassle way would be to order a some floppies off the Low End Mac swap list or Headgap sales system 6 & 7 on floppies at very reasonable prices

If it is a Classic I, you could try using the secret ROM startup disk, by holding down [Command] + [Option] + X + O at startup. Once booted, you can copy over the system files at your leisure, provided your hard disk is still working! This startup combination does not work with any other Macs though.
