so considering how close sega developed the dreamcast with microsoft and the timing of the xbox's release is the xbox a descendancy of the dreamcast? and if thats the case is my dear old 2013 VHS style XBOX One a 4th generation dreamcast?

Short answer: Not really... Different processor (Hitatchi SH4 vs Intel), different video chip (PowerVR vs Nvidia), and different OS. There was a Dreamcast port of Windows CE and a handful of games used it, but the vast majority used Sega's proprietary system. The original XBox used a variation on the Windows NT kernel. Long answer: Probably inspired them...with Microsoft getting their feet wet, with the use of Windows CE and DirectX on non-PC hardware. But when you think of consoles (and phones) as just computers, they're ALL related and inspired by each other. For example, the video chip architecture used in the Dreamcast went on the be the basis of the chip in the original iPhones. And the 3DO console used an ARM chip, etc etc. Nowadays there's not much technical difference between a modern console and an Intel/AMD PC, sadly. This book describes the effort at IBM to create the processors for the Playstation 3 and XBox 360...both used a variation on the PowerPC G3. IBM was working on it for the PS3, and when Microsoft came by looking for a CPU, they just reused it (single core and "Cell" engine for the PS3, 3 cores for the XBox 360): https://www.amazon.com/Race-New-Game-Machine-Playstation/dp/0806531010 (The PS1 and PS2 used CPUs based on the MIPS architecture...the PS3 was quite exotic...but for the PS4 they went with boring AMD x86 cores! All the XBoxes except for the 360 have been x86) Fascinating stuff!

I think there's a cultural thingie that fuels this "XBOX being a Dreamcast" in that many disenchanted SEGA fans went on to look for new shores when Dreamcast was canceled. Since there were a lot of flame wars and "my-camp-your-camp" kind of discussions at the time, a lot of SEGA fans ended up buying the first XBOX. (Nintendo was deemed "too childish", and the Playstation 2 was the arch-nemesis of Dreamcast which killed it, so to say) That has always been non-sense and as @lauland wonderfully explained, they don't even share any technical similarities. This is more like a videogame culture thing I suppose.

Now that I think about it, probably not just the fans, but a lot of DreamCast developers probably made the same leap...and a lot of it due to the fact they were holding now-useless licenses, wouldn't be surprised AT ALL if Microsoft didn't make an effort to woo them. The Dreamcast left behind a hole that needed filling! And, somehow, Microsoft had convinced Sega to include a Windows CE logo ON the front of the console itself! This implied it was "powered by" it, which probably made a lot of people think that was what was running underneath everything. Like a lot of consoles at the time, very little was stock in the rom and every game was a bit bespoke. Sega may have seen it as a benefit lending a little legitimacy to their new console too, even if it was deceptive.
