I noticed the same back when I scoured Russian sites for OS/2 content. They are a lot more "hard core" when it comes to hacking tips or software cracks. Same goes for many Indian websites. Specially the localized sites in these countries display a view of the world that has next to nothing to do with "ours". 'Cause you need Google translate to read many of them, but its worth the effort in my view.
