The Duo 210 is a nice system and with the Dock it is very versatile as well. When docked the duo gets it power from the dock via the docking connector and since it powers on in the dock but not on its charger, might suggest that the charger is not working or that the connector on the charger is bad or the power connector on the Duo itself is bad.

Sometimes dead and dying batteries can draw and excessive amount of current. You may wish to see if the Duo will power on with the charger, when the battery is removed.

Hissing in an electrical circuit is often caused by failing capacitors. Does it hiss when docked or only on the charger? Although as a general rule laptops do not suffer from capacitor failure as often as desktops.

I do not have a link to the Duo repair manual. The specs for the charger are on the charger itself. You can use a volt-ohm meter to check and see if the charger output matches the specs on the charger (24V 1.85A?).

With older hardware answering the question, "Why doesn't it work?" is often very complex and difficult to answer without a great deal of digging into very mundane technical sources.

Since your Duo startups in the Dock, but not on the charger it is an indication that the problems lies with the charger or the charger's connection to the motherboard. There is probably nothing wrong with the power board in Duo, since it would be used by both the dock and the charger and it works in the dock.

A broken solder joint between the connector and the board would prevent the duo from getting sufficient power from the charger to run. On many powerbooks the power board is a separate board the power board may be disconnect from the logic board, however that is unlikely because the dock would also make use of the power board.

A failed charger is a good starting guess. If that proves to be full functional then further diagnostics will most likely require opening the duo to check internal components.
