Although StuffIt can "un hex bin" a file, that chore is typically handled by the application that downloads the file.

The "Internet Config" Control Panel/application has a preference section to select "Helper Applications". It might be worth checking there to see if "StuffIt" is set as the helper application to handle "binhex" and ".sit" files. If it is not then you can set it as the preferred application to handle those file types. Often "helper application" preferences can be set from within a web browser preferences as well.

Besides, browsers and StuffIt, MacLink included with 7.6 can also expand binhex files and there are other utilities as well. StuffIt Expander was distributed freely, the addition of DropStuff was as shareware. As time passed Stuffit became more aggressive in suggesting you pay a shareware fee. Also of course StuffIt is now up to version 11 so anything dealing with auto updates would be suggesting that an update is needed.

You can try forcing it by dragging the file over the Stuffit application icon.
