Mac OS 7.6.1, while donkey's years old,
is still the property of Apple Computer.
7.5 is free to download (or at least it was),
but newer OS are still not available for free.

There is Macintosh Garden, and the concept of
"abandonware", ie, if its so old that no one sells it or
supports it, it's fair game. That is a dubious concept at best, but doesn't stop many from downloading free classic Mac OS software at will. When the site is up, which often it is not.

On a only somewhat related rant: All the classic mac os would need to be truly useful is a modern web browser. Classilla is ok....but not really modern unless you stick exclusively to  mobile sites, which is limiting. If BeOS and windows 2000 still has some decent browser choices, why can't we?

While nothing on OS 9 will give you close to a modern browsing experience, Classilla is by far best in class. 9.3 is just out and has shifted focus to the mobile web. Mobile pages load fast on old macs, and at times have much the same content without the annoying animations and ads and such. Here's a pretty decent list of mobile sites to try out:

Plus, System 7 today, 68kmla, Lowendmac, Macrumors all render perfectly in Classilla, and today PPC luddite figured out how to stream youtube on OS 9 using some Japanese youtube browser apps. Pretty darned cool.

3 Software / Web Browsing

Second the opinion that all classic Mac OS browsers are crappy, Classilla is still the best of breed, by far. Classilla hasn't been updated in awhile cause herr Kaiser is busy busy busy with tenfourfox. He promises 9.3 will come soon.

A tad off topic but if you have a newer PPC mac (G3 new world preferably) gathering dust Linux mintPPC is really worth a look at. I am typing away on and ibook g4 with Iceweasel 6 (firefox 6 for debian), I have a fast, up to date operating system and both a modern gecko and webkit (midori) browser. No flash for linuxPPC but I have minitube for youtube, and using download helper addon for Iceweasel I can download mp4 and even .flv files and play them in gnomeplayer or vlc. Install is relatively painless for linux.
4 Operating System / Sheepshaver

I totally agree with Sheepshaver being a bug ridden waste of time. Just about killed myself trying to get Classilla to work at all on my intel core duo mini. As Cameron Kaiser says its a neat hack, but its just a hack, no substitute for a real mac, or even classic in 10.4 for that matter.

Buy a cheap ol mac, head over to macintosh garden and let the fun (and I mean serious fun) begin!
5 Software / Mobile sites

Another benefit to mobile sites, not often mentioned, is lack of advertising. The "modern" web is largely a series of annoying ads, mostly in flash, that heat up me ibook G4 and make my want to toss it across the room. By using mobile sites (in Classilla in classic mode mostly) like the bbc, nytimes and gmail I get the news and connectivity I want without the advertising bombardment.

Mobile youtube perplexes me though. Its a 3gp file that quicktime won't play. I suppose I could try real player, but that was the flash of the 90's, I get post traumatic stress remembering all the nightmare conflict and hassle realplayer caused me on my imac G3. If anyone has a convenient solution please let me know
